DND releases 2nd Half 2024 Procurement Monitoring Report, content mostly on Philippine Air Force and cybersecurity

The Department of National Defense has released the Procurement Monitoring Report, of which it presented the progress of the entire procurement process that this executive department has, primarily on the projects that its Bids and Awards Committee 2 done, in relation to the ones lined up under the Re-Horizoned 3 of the Revised AFP Modernization Program.

THE REPORT

The Department of National Defense has released their Procurement Monitoring Report or PMR for the 2nd half of 2024, and it provided some interesting insights for the ongoing projects under the Revised AFP Modernization Program for that period.

As expected, one significant project indicated as ‘completed’ in their procurement sheet is the acquisition of six (6) additional A-29 Super Tucano Close-Air Support Aircraft, primarily intended to provide additional capabilities for the Philippine Air Force’s 15th Strike Wing after they put the remaining OV-10 Broncos and AH-1S Cobra from Jordan out of service. The acquisition’s contract price is at around Php 6,596,782,570.00.

In the ongoing projects provided on the sheet, there are two highlighted projects that are for finalization of Terms of References – the one involving the upgrade of existing FA-50PH of the Philippine Air Force and the one involving the acquisition of at least twelve (12) more FA-50s from Korea Aerospace Industries.

Corresponding amounts at around Php 5,612,819,200.00 (Php 5.612 Billion) and Php 40,000,000,000.00 (Php 40 Billion), respectively.

The rest of the items refers to the Armed Forces of the Philippines’ C4ISTAR network system and Cyber Systems suites, including the ones referring to Tactical Data Link or TDL like the TDL Link-16.

Completing the list is the Canisterized Surface-to-Air Missile Systems that are likely be MANPADS for the Philippine Air Force, worth Php 1,108,800,000.00 (Php 1.108 Billion), and support systems for the Philippine Air Force’s Ground Based Air Defense System or GBADS, likely referring to provide additional support to the SPYDER-MR GBADS that the service branch acquired from RAFAEL Advanced Systems Ltd from Israel.

Overall, it gives a glimpse into the project pushed by the National Defense Department, although it comes with a thought as to where the Multirole Fighter Jet Acquisition Project is in the PMR document? It is likely that it is done through a creative financing scheme that the Department of National Defense pushes, providing soft loan and similarly-crafted arrangements for it to push through.
